Joaquin F. Blaya of Miami, Fla., chairman and chief executive officer of Radio Unica Communications Corp., has been appointed to the Broadcasting Board of Governors (BBG), the bipartisan, nine-member board which supervises all non-military U.S. international broadcasting.
