Paul Kollmer-Dorsey, Deputy General CounselThe General Counsel’s broad responsibilities include
advising senior agency officials on legal matters, providing interpretations as to authority and application of laws, regulations, Executive Orders, contracts, international agreements, and legal decisions, and making determinations on all legal matters affecting Broadcasting operations, drafting legislation, Executive orders, international agreements, and other legal documents involving Broadcasting operations,
handling all legal matters referred to Broadcasting by other government departments or agencies; and representing the agency in litigation matters involving employment claims, contract claims, and other matters raised before the agency or administrative tribunals and assisting Department of Justice attorneys in litigation in U.S. federal courts or litigation in foreign jurisdictions.

Paul Kollmer-Dorsey joined the BBG as Deputy General Counsel and Acting General Counsel in June 2009. He also serves as Designated Agency Ethics Official.

Prior to joining BBG, Paul served as Senior Vice President, General Counsel and Corporate Secretary of Global Relief Technologies (GRT), a software company focused on providing global data collection and management solutions to government and non-profit agencies. Before that, Paul spent nearly a dozen years in the international satellite communications industry, holding Associate General Counsel positions at New Skies Satellites in The Hague, The Netherlands, and Bethesda, Md.-based Lockheed Martin Global Telecommunications and COMSAT Corporation. At COMSAT, he played a key role in the privatization of the International Telecommunications Satellite Organization (INTELSAT) and the International Maritime Satellite Organization (Inmarsat). Paul also worked as a corporate law associate at major law firms in Tokyo, Japan and Washington, D.C.

Paul received a juris doctor degree from Stanford Law School, where he served as Editor-in-Chief of the Stanford Journal of International Law, and a Bachelor of Science degree from Georgetown University’s School of Foreign Service.
