Since January 2008, Kelu Chao has been Director of Performance Review, the quality control and in-house management consulting arm of the IBB. She is responsible for oversight of all program review, management efficiency study and research functions at the International Broadcasting Bureau, as well as serves as the liaison on all OIG and GAO matters for the Broadcasting Board of Governors. From 2002 to 2007, she ran the Voice of America’s Language Programming Directorate. In that role, she directed the rapid expansion of VOA language services from primarily radio into television broadcasting and the Internet.
Since joining VOA in 1980, Ms. Chao has worked in nearly every capacity as an international broadcaster, from announcer, field reporter, bureau chief, Service Chief to East Asia Division Director where she launched television offerings to China and Indonesia.
A native of Taiwan, Ms. Chao earned a B.A. in journalism, an M.A. in Speech Communication and an M.Ed. in Instructional Media from Kent State University in Ohio. She also has a great passion for music and has received years of formal training for piano.
